The Rules of Bending Light
Under normal, perfectly boring atmospheric conditions, light travels from the sun directly down to the Earth in a perfectly straight, predictable line. However, when light is violently forced to pass through very different, contrasting densities of air, it physically alters its path and noticeably bends (a process scientifically known as refraction).
On an incredibly hot day, the black, baking asphalt of the highway (or the bright desert sand) violently absorbs the relentless heat of the sun. The ground becomes so intensely hot that it physically bakes the incredibly thin layer of air sitting directly above it. Because heavily heated air aggressively expands and becomes significantly less dense than the cooler air sitting high above it, a massive temperature gradient forms right at your feet.
Therefore, when the blue light radiating from the beautiful sky travels downward toward the boiling hot road, it violently hits this invisible pocket of intensely heated, low-density air. Instead of hitting the dirt, the light abruptly alters its path, dramatically bending back upward in a massive U-shape directly toward your eyes!

So why does it look exactly like water?
Because human brains evolved over millions of years to heavily rely on gravity, our brains stubbornly assume that light always travels in a perfectly straight line directly into our retinas.
When your eyes receive this severely bent blue sky light rushing violently up from the bottom of the road, your brain forcefully refuses to believe the light is curving. Instead, it logically processes the image as coming directly from the flat ground itself.
That massive, shimmering "puddle of water" sitting mysteriously on the dry highway is literally nothing more than a bent, warped, physical reflection of the beautiful blue sky sitting directly above your head! Your brain simply paints the sky onto the floor, pulling off the ultimate optical illusion.
